The Performance Gap of Policy Information Systems: A Knowledge Infrastructure Assessment Framework

Digital technologies’ development and their ubiquity has significantly changed the way information is collected shared. These changes are also observed in ways that knowledge used to design implement Science, Technology, Innovation (STI) policies increasingly made accessible via digital platforms. Lacking, however, evaluation frameworks measure performance effectiveness of public systems for STI policy work. This limits what we know about aspects work whom, when, why. As a response this gap limiting our collective capacity improving utility, paper presents an assessment framework tool policy-focused Our proposition informed by theoretical lessons from areas on Knowledge Infrastructures (KIs) Next Generation Repositories (NGRs), practical experiences professionals working domains. The tool’s architecture structured around three interdependent thematic pillars production, aggregation, distribution, maintenance platforms: communities pillar, technical sustainability pillar. To test utility proposed framework, applied it platform instruments maintained United Nations Educational, Scientific, Cultural Organization (UNESCO), Global Observatory Policy (GO-SPIN) platform.
